While I agree that many states need to work on having an agency designed to oversee HOAs, I don’t think HOAs have unbridled power. Your city might allow chickens but that doesn’t automatically mean the city forbids HOAs from prohibiting them.

I don’t think there’s a state office that oversees HOAs in Maryland, but there might be depending on your county. Montgomery County has the Office of Common Ownership Communities.

That depends. Where are you located? Not all states have a dedicated body that governs homeowners associations. For instance, I am from Virginia. And here, we have the Office of the Common Interest Community Ombudsman. As far as I’m aware, very few states have offices that govern HOAs.

If I recall correctly, I believe you can contact the US Postal Service to replace the lock on your mailbox even if it’s part of a cluster. They will bill the cost (about $10-$30) to the HOA. I’m surprised they are even continuing to deliver mail to you even if the lock is broken since that doesn’t meet their specifications for a CBU.

I disagree with the above. If they are public streets, I don’t think your HOA has authority to prohibit parking on them. They’re PUBLIC streets so I think your local government has authority over them. And state and local laws always come first before HOA restrictions.
