Get a copy of your bylaws and look through the rules – if they are breaking them, cite which ones that to the HOA in a written email with documentation of the incident, for example a photo with time/date of the violation. Remember, the HOA doesn’t violate people for “being rude” and they are not responsible to handle neighborly disputes – they aren’t the cops or batman – they are people who live in your community and volunteers. If your bylaws have a noise rule there may be a time associated with it. Is your neighbor playing music past that time? if not, thats not a violation. There may also be a noise ordinance in your town so you could call the police if that is being broken and they will respond – thats usually quicker and more efficient than waiting for the HOA to send them a violation letter. In regards to blocking your driveway, if your roads are public the HOA can not violate people for parking on them – you need to call the police about that as well.
