The simple answer is no. The funds are for maintaining the HOA not personal use. We had a similar attempt to use HOA funds. Several members went together and help pay towards the cost experienced by the homeowner.

I really appreciate your support and response

In this case, a member put a fountain in a county pond without a permit, and one of the homeowners is getting compensated for providing the electricity.
