I understand it’s hard to find people to volunteer for the board, especially since the pandemic put many boards through the fire. I’d start by personally approaching members you think would be a good fit for the role. Reach out to them and let them know you think they would do a great job. I find that people sometimes just need a little encouragement and that extra push.

We had this same exact issue last year at the height of covid!! Ended up filing for receivership, now someone else is running the HOA. So far so good but the cost is just wild.

To OP, an HOA can’t have no board. I advice you to let your members know that and really get the message. One thing that worked for us is having floor nominations. Noone seemed interested at first but when we opened floor nominations, they came pouring in.

Try doing a survey. Ask residents if they have any ideas that could improve the community. You’ll see from there who really has an interest and the drive. Then you can approach them one by one to see if they would wanna run for a position.

I personally do not like floor nominations. The other candidates have filed timely with the HOA that they are running for election and provide information on their reason for seeking to be on the Board with their bio. This allows the community to review their info and decide if this is the person they wish to elect. A person being nominated from the floor, last minute, does not give members enough information to make an informed decision.

We recently had this happen at the annual meeting. It was obviously a coordinated effort as the candidate had a bunch of people lined up to vote for him and I believe that a number of the proxies were changed to vote for him. The entire Board had elected not to run for the 2024 term and he was one of the Board members.

The DE Uniform Common Interest Community code does not include any reference for floor nominations not does Roberts Rules of Order. I want to ensure this does not happen again. How can we prevent this scheme?
