My HOA changed the percentage needed to make amendment changes. I seen somewhere in our IL statutes that the entire HOA community has to be able to vote before changes are made. The board made changes with only the ones that showed up at the meeting that voted. Was this valid?

Assuming this is a Covenant (CC&R) change – no they cannot do this without a vote from all members. In Texas the State Law prevails and now requires 67% to make a covenant amendment. Check your documents.
