Question:
I am the President of an HOA in Texas and we share a MUD with two other subdivisions. It appears that there should be a document (contract, agreement, etc.) that stipulates who is responsible for what in the HOA & MUD relationship. Should the MUD have that or our management company or both?

You should check with both. Generally, your subdivision should have a copy of such an agreement. Your management company may also have access to this agreement, but it really depends on whether or not it was provided to them in the first place.
