We have a small 4 unit condo. My question is are condo decks part on the association common area or are they owned by the condo owner?

Your governing documents should be able to answer your question. Check your community plat and your CC&Rs. These documents should indicate which portions of the condo fall under general common elements, limited common elements, and exclusive common elements.
