I currently serve on a HOA board in Shippensburg,PA I understand trees in common areas are the responsibility of the HOA but I feel homeowners should be responsible for care and upkeep of trees rooted on their property. The board is taking on the responsibility of tree care. I voted against this. Just curious who is responsible for tree care?
