Who Is Responsible for Sewer Backup in Maryland?

I have a question about sewer back up, If I had to have a plumber come to my house and they had to fix a backup from the sewer. How far it is my responsibility or the HOA. The plumber had to go out 60 feet to clear the line.
I ask my HOA to be reimburse for my cost. I was denied they told me that it was my cost.
