I live in Starkey Ranch in Odessa. My question is what is considered a ” Reasonable” time for the minutes to be posted for the homeowners? Is one year reasonable?

A year is not generally regarded as a reasonable timeframe for the posting of meeting minutes. Normally, associations post their minutes within a few days or, at most, a month.
