Violation for Cutting Weeds in Georgia HOA

Question:

This is a situation in Georgia where an HOA has fined our home for not cutting weeds on our property. We did not receive written notice of the first two fines of $750 Dollars. We discovered them when we checked to see that our yearly payment of association dues was received. We called the office to explain that we were having the situation fixed, and that we did not receive any notification. We are disabled and over 65 yr. old. We feel that the fine is over and above a reasonable rate in addition to not being made aware.
