Are HOAs in Oregon not required to send out a bill when dues are due? No bill or email, only correspondence is after they add on other fees and then they send a bill.

The Oregon Planned Community Act Section 94.670(8) simply states that, upon written request by a homeowner, HOAs must provide a written statement containing the amount of assessments due and unpaid at the time of request, including fees, fines, interest, charges, and special assessments. It should also include the percentage of interest and the percentage or fixed amount of late charges.
However, you may review the governing documents to see whether or not there is a provision requiring the board to send invoices/bills to homeowners when assessments become due. For further guidance, kindly consult a lawyer.
