Selective Resolution of Concerns in NY HOA

Can the board members of an HOA selectively decide to solve a problem of one homeowner while not resolving the same or very similar problem of other home owners. It is my understanding that every home owner is entitled to the same rights as everyone else. The board is showing it is bias. Can the rest of the home owners demand that they receive the same considerations as the rest of the community?
