Revising the Agenda While Another Item Is Up for Vote

Question:

Can the Agenda be revised during an Agenda Item that is up for vote? This is not amending the motion, but to add another motion to be voted on that pertains to the item?

Should we have a motion to accept the Agenda after Roll-Call so if someone wanted to amend to add another motion to vote on a item it would occur then and not during the agenda item being voted on.

We do not have on the agenda to have a motion to accept the agenda. Should this be added?

It depends on the HOA’s bylaws and the parliamentary procedure the HOA uses. In Robert’s Rules, motions have a hierarchy and some may be made even while another business item is pending, but many may not be made while voting is ongoing. Some organizations may vote to adopt an agenda at the beginning of the meeting. Changing the agenda may be possible, but it may require a vote.
