Revising HOA Bylaws in North Carolina

Our original HOA bylaws were filed in NC in 2006. There are numerous typographical errors and there are several updates to the state statute that need to be revised. It would be easiest to submit a clean, revised copy of bylaws in its entirety but is this permitted or do all changes need to be handled by amendments? Thank you!
