Restricting Number of Years Homeowners May Lease Property

Our HOA has just adopted a 30% cap on rentals which was an easy decision. There is major conflict about if we should make a limit to how long homeowners are allowed to rent their places out. The concern is that if we don’t have a limit and we have a list of people who want to rent, the current people renting may always rent out their places and the others won’t get a chance. Is there any guidance available on an issue like this?
