Question:
Our HOA will not enforce rules. Our neighbor tore down a raised garden box. Left the weeds and the big pile of dirt and turned a wheel barrel upside down on top. They filled a kids plastic pool with dirt and they have a shackled broken trampoline in the back yard that cannot be used.
Their back yard is our direct view from the back of our house.
HOA refuses to help and said they don’t get into personal grievances. I don’t have anything personal going on I don’t want to look at this mess. I gave tried by sending pictures, calling the office and speaking directly to the board member in our community.

Kindly review the governing documents to see whether there are rules against mess in the backyard. Typically, HOAs only govern the front of homes to protect curb appeal.
