Hi Florentina,
The North Carolina Planned Community Act currently does not require an inspector of elections for HOAs. That said, your association’s bylaws could contain policies for election inspections.
While HOAs are required to hold annual meetings, they are not required to hold elections every year, unless their bylaws say otherwise. Find out if board seats are up for election. If the board members’ terms are not up yet, then elections won’t be necessary.
If your bylaws require annual elections, though, the homeowners can speak to the board about pushing through with it. If that does not work, it may be necessary to remove current board members or seek legal advice.
