i own a condo
i rent it out
my tenent complains that the neighbor downstairs is screaming day and night.also throwing stuff.
she can not work or sleep.
after talking to the neighbors i found out it has been going on for four years
half the building of 16 apartments is empty
complains and petitions did not result in any actions
the police is called frequently
what do we have to do
the rules of the association have a nucence article that promise peacefull quiet environment

Hi Orly,
Since there is an association in place, you should direct your complaint to the condo board. The board should be the one to enforce the rule concerning nuisances. Depending on your governing documents, enforcement could mean sending a violation letter to the neighbor and imposing a fine on them for repeated violations. Check your CC&Rs to know more.
