my property management company is denying access to budget reports and copy of contracts signed by the HOA board and service providers.
Is this legal in Texas ?

Answer:
Section 209.005Â requires most HOAs to give owners access to the books and records of the association. An owner can either request to inspect the records in person or request copies of specific documents. The request must be made in writing and sent via certified mail. The HOA has 10 business days to respond, though this can be extended up to 15 additional days if they give proper written notice.
However, as per the same section, an attorney’s files and records relating to the property owners’ association, excluding invoices requested by an owner under Section 209.008(d), are not records of the association and are not subject to inspection by the owner or production in a legal proceeding.
