Homeowners Required to Pump Septic Tanks Every 2 Years

Hi,
My development has an Board Of Directors for our HOA made up by people who live in the development. Every homeowner has it’s own septic tank. There are25 homes in development.
I am a single woman who works during the day so, obviously, my septic doesn’t get used alot.
My question is does the board have the right to make a homeowner have their septic pumped every two years?
Our BOD have arranged to have our septic tanks pumped every two years and each individual homeowner is responsible for paying for the pump.
