Answer:

Hi Mark,

If the declaration requires that votes on specific matters affecting the community be cast by lessees rather than lot owners, then they can vote as provided for in the North Carolina Planned Community Act Section 47F-3-110(c). A similar provision exists in the North Carolina Condominium Act Section 47C-3-110(c).
