Yes. According to Pennsylvania Uniform Condominium Act Section 3316, “All financial and other records shall be made reasonably available for examination by any unit owner and his authorized agents.” A similar provision exists under Pennsylvania Uniform Planned Community Act Section 5316. Furthermore, your governing documents may say something along the same lines.
