Approach your HOA board and let them know that failing to follow the bylaws can render actions invalid, including the elections. Make other board members become aware of what the president is doing so that they can take action. Exhaust all forms of communication. If the problem persists, you might want to consider removing the president according to your bylaws and Section 116.31036 of the Nevada Uniform Common-Interest Ownership Act.
