Hi Janet,
If your HOA is incorporated, it is subject to the Revised Iowa Nonprofit Corporation Act Section 504.702(1)(b) which states that, unless otherwise declared in the governing documents, holders of at least 5% of the voting power in the HOA may request a special meeting. The members must sign, date, and deliver a written demand describing the meeting’s purpose to any officer.
While the board of directors may not be expressly required by law to attend, they have a fiduciary duty to act in the HOA’s best interest.
