Question:
A new HOA Board was elected and they don’t know how to run the meeting. They are allowing anyone to make a motion or 2nd that motion. No vote is taken they just pass the motion with the 2nd instead of taking a vote.

Answer:
It is best to respectfully bring this issue to your HOA board’s attention. If your HOA’s bylaws don’t cover how to run the meeting, Robert’s Rules of Order is a good place to start.
