Enforcement Takes Too Long in Texas HOA

Question:

I wote you about the windchimes. Our CCRs are clear that these or any noise is a violation and the violation must be immediately cured when it affects a resident’s health. This has been going on for 9 months. HOA has taken no action for relief, although they say they follow protocol. No violation takes 9 months to cure under any circumstances. This is a serious break in responsibility by the HOA. They have already voided our contract in many ways by not following CCRs. Comments please.
