I have a full membership with my POA. They offer a civil membership for less money. The POA says legally full members can not downgrade. The difference is using the pool and tennis courts. Does GA state policies forbid us from downgrading membership?

Georgia law currently does not address this. That said, you should check your association’s governing documents. Your governing documents should tell you whether or not it is possible for a full member to downgrade their membership.
