We are thinking of going self-managed for a small condo complex of 12 units. Do all the unit owners have to vote to change to self-managed?

In general, no, unit members do not have to vote on making the change to self-management. This is usually left at the board’s discretion. That said, if your governing documents require a vote, then you must have a vote.
