!I was just wondering what would be the next step for me to take, what authority is in charge in NH, if you have a issue or problem that is not addressed and /or solved with your condo property association management?!
Is there anything I can do, except for sending emails to them? Is anyone in the state of NH or city of Manchester in charge of them?

It is important to exhaust all forms of communication first before taking further action. Talk to your condo board and manager. Attend board meetings to raise your concerns. Unfortunately, there is no governing body in New Hampshire that oversees homeowners associations and condominiums.
