We just re-roofed our building which has 18 condo units. We have been asked to sign and have notarized an “Ownership Statement & Acknowledgement of Compliance” form” by the Los Angeles Department of Building and Safety. The form asks us to acknowledge that we meet the smoke detector, carbon monoxide and water psi levels.
My question is whether a form has to be signed and notarized by all 18 individual owners, or can one form be signed by a member of the HOA board on behalf of the owners?
My second question is, what is the best method for determining whether all 18 units are in compliance? Should we walk in each unit and make a visual inspection? Does the fire department have inspection services?

For your first question, kindly verify this with the Los Angeles Department of Building and Safety. They may be able to tell you whether the association may sign on behalf of the homeowners or if everyone has to sign.
As for the second question, the association may conduct a visual inspection, but it may be best to ask the local fire department for inspection services (if any) or hire a professional inspector to check the units. You may also ask the Department of Building and Safety about any requirements regarding inspections.
