Homeowners associations generally have the authority to regulate such matters. Check your HOA’s governing documents to understand your HOA’s powers. If the CC&Rs give the HOA the authority to deny such a request, then the HOA can do so. The exception is if city or local laws specify that an HOA may not regulate this.
