Can a parliamentarian also be part of the HOA board and have voting rights or just be an outsider and be advisor to president on rules n regulations fir board meeting? Can HOA by laws override what they want their parliamentarian do?

Answer:
As per Civil Code § 5105(b), “An association shall disqualify a person from a nomination as a candidate for not being a member of the association at the time of the nomination.” As such, if the parliamentarian is a member of the association, they can run for a position on the HOA board. As for voting rights, those are also typically reserved for the members of the association.
