My question is: can a HOA BOD member serve without their name being on the title of property? Their wife is listed on title, however, title also states she is a married woman.

Generally, anyone can serve on the HOA board unless your governing documents say otherwise. Your governing documents, specifically your bylaws, should outline the qualifications of board members. This includes whether or not residents who are non-owners can run for a position on the board.
