Answer:
Annual membership meetings are required under Texas law. Members may demand an annual meeting if the HOA board fails to call for one. Texas law, however, does not require HOAs to hold regular board meetings. That being said, your CC&Rs and bylaws may contain language requiring regular board meetings.
