Are ARC Requests Private?

Question:

Is an ARC request private?
My neighbor is installing a pickleball court. I’m concerned about the water runoff onto my property. I already get an acre of water runoff from their property onto my property and paid 4k for unground drainage to handle this runoff.
When I contacted my HOA management office asking about the plan for drainage for this project, I was told that ARC requests are private.
What can I do to make sure the Management company is requiring proper unground drainage for this project to protect my property from more flooding and erosion?
