Our neighborhood has 29 median strips between driveways of which most need repair or replacement. Can the HOA use current funds to replace all the median strips and force home owners to pay in full or over time with monthly payments? We are located in PA. Some home owners don’t care about how the median strips look. Replacing them all with new reinforced poured and stamped concrete will make the neighborhood look great and uniform. Legally, can we do this?
